Why Is It: Napkins Under Croissants

Why is it that cafes always put the napkin UNDER my croissant, cake, or sandwich? Seriously, I need that napkin grease-free to wipe the crumbs from my face. Are the French so next-level with their table manners that they don’t even need napkins anymore?
